How do I start filing for papers for my husband's visa?

I am a US citizen married to a Jamaican National. My husband was deported six years ago and was told at that time that he could file for a waiver in another year (making the total numbers of years 7 since the deportation). When and how do we start the process for the waiver, and how should I start filing papers for him to attain a visa?
